FRANK S. KELLY

Frank has been in the field of property tax for over 25 years with experience as a practitioner and researcher.  He has published numerous articles on all areas of Indiana property assessment and taxation and helped design the Indiana market value system, annual trending, testing standards as well as numerous other policies and procedures.  Frank recently founded NEXUS LTD to continue his focus and direct interest in the assessment processes and hands-on project management in client projects.  He actively participates in day-to-day activities in Brown, Clark, Harrison, Hendricks, Lake and Jasper counties and has successfully managed dozens of multi-year reassessment projects throughout Indiana. His expertise is widely sought in the valuation of commercial and industrial properties, gaming facilities, personal property assessments and abatement issues, as well as residential property.  An active instructor in the assessment community, he teaches at statewide conferences, webinars and local venues, and has been an invited speaker numerous times at national events.  Frank is an IAAO-certified instructor and holds the Assessment Administration Specialist (AAS) designation from the International Association of Assessing Officers.  

As for his educational background, Frank earned a Ph.D. (Economics) from Indiana University as well as a Master’s Degree.  He completed a double major at the University of Kentucky in Finance and Economics.   He has been an Assistant Professor at Indiana University, Butler University, Ohio University, and IUPUI.  For three years, he was awarded a David C. Lincoln Fellowship at the Lincoln Institute of Land Policy in Cambridge, Massachusetts and has been awarded several other grants and scholarships. 

For over 15 years, Frank has been the co-owner and Chief Financial Officer of XSoft, Inc.  XSoft is the Indiana market leader in CAMA and related software products. 

When he’s not thinking about property taxes, Frank likes to shoot basketball, play golf, travel and get involved with local charities.
